How much would it put a strain on server and performance overall if it's run every minute?

Depends on how many promotions and how many users you have.

I generally tell my clients to execute the tasks system every 60 - 120 seconds. If your server has systemd installed you can automate this trivially.

That's for ubuntu? What's the equivalent for centos?

Running the promotion task every minute is overkill and unnecessary tbh, unless you have users being promoted every minute there's really not much sense in doing this.

This is applicable and perfect for websites that has massive members and has auto promotion and paid subscription.
