I've disabled this option for member group and I enabled it again but does not work !

it's stayed disabled even with enabling option 

any idea with this issue please ?

I checked the value in the database candlattachments and it's= 1

In Admin CP member can download attachments checked = enabled = 1

But member when try to download = Denied

Where I can check also to fix this issue ?

You have user group settings and individual forum settings that control who can download attachments. Check both areas.

User Group > Registered > Forums and Posts > Can download attachments? > YES
Configuration > Attachment Types > RAR or ZIP > Options > EDIT > Available to groups > All groups

This Issue Only with Registered Group all other groups every thing working fine

Do you have a look in the custom permissions of the forum ?

Permissions Forum & posts are OK for registered members

Can you give me a temporary admin account and your forum url via PM ?

The Problem Sloved and the issue was really in:

Forum & posts > Forum management > View forum > Permissions

But by clicking on Clear Custom Permissions
