How can I make one of my forums 
no one can post unless the admins or mods approved on the thread or post.

forum admin panel >> Forums & Posts >> forum management --> edit forum

edit specific forum settings ; scroll down for Forum Permissions for the groups
you have to set custom permissions for each required group

Moderation tab consists of below permission settings

* Moderate new posts?
* Moderate new threads?
* Moderate posts after they've been edited?
* Moderate new attachments?
