Is there a feature for this for OUGC awards? Like 1 out of 1000 chance of receiving award from posting.

I see one for MyAwards (I believe) but I am using OUGC awards

OUGC Awards didn't have currently this feature, but you can suggest it to Omar G to get this in next version.
