After upgrading to 1.8.21 my forum seems to be missing the "last-post" link on the front page.
How to fix???

you mean the formatted username color - strange because it works in some places.

No...my bad.  I was thinking that the "last-post" was shown on the front page on the category page.  It's not shown until one drills down to an actual forum. 
As for color. . .it's not an issue for me.

That's standard behaviour though. Have a look at this board.
