I have upgraded to 1.8.21 and I get a logon screen which will not take any of my previous logins. 

If I try to register I get "Sorry, but you cannot register at this time because the administrator has disabled new account registrations."

Firstly why does it say Sorry when it obviously isn't Sorry at all?

So how to I enable new account registrations if I can't sign on?  Is there some file I can change somewhere?

Configuration >> Login and Registration Options >> Disable Registrations >> Off

Make sure that is selected to off.

but the problem I have is that I can't get to the configuration options from MyBB as I can't sign on in the first place. Can I cheat by changing a file?
