I'm a bit confused. You hit the deactivate button and you keep seeing the plugin listed on "inactive plugins" and there is only activate button and no uninstall button? If so, just delete the every single file that belongs to the plugin and you're good to go. Still, I recommend you getting a database backup before you mess with such stuff, just in case. Some plugins have no uninstall button.

I confirm that some plugin doesn't need any (un)installation, they just have (de)activation option. In example, plugins which add MyCode doesn't need installation, they haven't any setting or database modification.
So, just remove their file and they'll be uninstalled.
