First of all, it is very frustrating installing themes on MyBB. The software docs describe one method, and the theme docs describe another, and neither one is very good. So the theme Leaf by vintagedaddyo doesn't come with an XML file. I followed all the other directions, but MyBB still doesn't recognize it. Is uploading the XML file required?

* First of all, let us clear up the simple fact that "leaf" is a admin control panel style and not a theme thus not requiring to as you put it, an ".xml file" install. So, to answer your question, no, one is not needed.
As the directions in aforementioned pkg detail:

* notice the noting of Admin in the instructions or to be more specific the usage of admin control panel theme & acp style??!! Kind of perhaps gives you a good idea that, if read, the instructions are discussing that and not a frontend theme.
** "Upload" is to be thought of in general exactly like mybb release pkg, ie: forum root so as package says as above to upload the contents of upload to forums then you would do that way or simply consider the pkg "upload" and rename it as whatever your forum directory is titled thus the directory structure on upload / merge is maintained.
** Secondly, in general in mybb, most tend to notice that frontend styling tends to be termed: "theme" while backend tends to be termed: "style" so keeping that in mind as far as noticing the difference in release "theme" and acp "style" pkgs in the theme section of mods releases will often help one determine the diff in usage along with the example of say diff in installation instructions and may further clarify what type of pkg you downloaded be it theme or acp style.
