Forums are all present into db, but there are those foreach errors where you can't create new forums or anything at all.

Was it working before you upgraded PHP? I'm using 7.3.7 with no problems. May have to recompile back to 7.3.7 temporarily.

Had to reinstall PHP to 7.3.7 and it works fine.
