So, it seems like a lot of my users have pms disabled. The "newer" users who have recently signed up, but I am not sure how long this has been like this for.

But it seems like all new registered members by default have pms disabled.
How can I enable it for all and is there a setting to make it so it enables by default? I have checked the settings and everything is as according

Check PM permissions for their user groups.

Permissions for the user group are fine. Just checked
