Also, it is my understanding Gzip will not compress images and will only compress the textual stuff of a website. Gzip will work at its best with pages containing lots of text.

Use the CSS folder to store css files, change the CHMOD to 777 and then go to Settings -> Server optimization -> Save CSS in Css FOLDER NOT IN DB

Is it effective ?

yeh it worked on my forum, its really better
