Some times we have some bad members in our community's as you know which we try to ban theme but they come back again after they change thier IP's using proxy's or vpn,...etc
what I would suggest it's a strong way ban with Volume Serial Number this way was used by some very biggest companies and 95% don't know how to bypasse this strong way of ban

I don't think what you requested is possible via the Web Platform.

It may be possible to block proxies or VPNs, although you may also hit innocent users in doing so as-well, especially as many companies and schools utilise proxies. VPNs are also becoming more popular as people become more and more aware of their privacy.
