There are a lot of Top Stat plugins available with own global templates to put into the index site. Just use the template for latest posts and insert this code into the footer.

For example use the great plugin "Top Stats":

See the description with all of the possible features - e.g. "LastActiveThreads" brings those threads with the latest posts.
Insert this template variable: {$topStats['LastActiveThreads']} into your footer template.
