When I log into the Admin CP, I can't edit the permissions of the user groups.
EDIT: Can't even change anything.

What have you encountered exactly? Does the AdminCP always redirect you to the login screen?

I can login, and I can go to the pages like preferences and stuff, but when I click options and stuff, it does nothing.

You need to review the Admin Permissions as shown in this screenshot.

Make the necessary changes and save those settings.
