I'm trying to create a promotion from new registered users to a group called approved. What I'm thinking is that registered users must have moderated approval for their posts until they have a couple of threads approved. At that point, they get promoted to approved where their entries do not need to be approved.

However, when I try to create a new promotion, there's nothing in my promotions list.

Don't you invert the "from" and the "to" groups ?
Original groups is registered and new user group is approved

I found it. I forgot to select something in Promotion Requirements *
