It doesn't tell about stealing the plugins

Read the license of each plugin. It will tell you if you can redistribute it.

Using MyBB plugins can never be "stealing" and you'll not get in trouble for sure!
For plugin usage, you need to download (steal) and copy such files to your forum.
PlugIn authors willingly provide their plugins (code/files) for free download and use. If a plugin is tied to any special agreements, it has to be mentioned in the description.
So take it easy!

As long as a plugin is free to download, feel free to use it. Just read the description of the plugin.
