Is there a mod that forces users to confirm their email after a year or some set period?
None that I'm aware of. After initial confirmation, we tend to consider the email valid.

I've been running a board since the mid 2000's and it would be nice to have them update upon occasion Vs having them deleted with returned email (that's a full time job).
Hello , one way would be to send a mass mail and based on the returns, you put a database query to remove those accounts.
You need be careful because not everyone checks email all time, sometimes server error also causes email non-delivery.
