Hmm, I'll take a look at it. But I do think, if you re-installed everything, its your host and for some reason it has turned it off in the admin cp. Go to Admin CP > Board Settings > Index Settings > Welcome Panel > Turn on. Hopefully that will help?
Then you didn't install it. Go through the instructions again!! It asks you to install the setting!!
Oops Sorry that option was there but was off.
Oh ya i use rc 4 and the option was under
MyBB ACP > Board Settings >
Forum Home Options > Show Welcome Panel section
But sincwe i ran the install.php like 4 or 5 times ... now i have 2 similar options. But yeah it seems to work.
