is the actual global.css file writable? What happens when you edit it directly?

where is it located within the files?

I believe it's in cache/themes/themexx/global.css.
Also, check if there are sufficient permissions for whichever webserver you're using to enter all the directories required - for example, themexx, etc.

Edit: I don't know why I didn't think of that. It's most likely mod_security, yes. Good job .m.

i can edit it via cpanel but not admin. I set permission to 755

what is the error you get while trying to edit / save ?

probably there is a problem with mod_security.
contact your web host support for adding relevant white rules for it.

I also agree with .m., this seems like problem with mod_security.
