Im looking to edit the announcement section on my side bar via my mybb forum at : forum.corleone.mobi 

Where in my settings would this option be available?

which theme actually you are using ? And which version of MyBB you are using ?

looks like current theme (for guests) on your forum belongs to old MyBB 1.6.x version.

(This tutorial is originally for focus theme but it will work in any theme.)
