I was just curious cause I want to use a recent threads on index plugin twice to create two separate ones (one recent thread from one specific forum and the other for every other forum). Is this possible?

Yes, but you need to clone the plugin, and change the word recentthread to recentthread2, but you need to have some knowledge of PHP, I have cloned a dozen plugins in the past.

If there are any specific settings in the database for which boards/forums to pull from, you'll have to duplicate these as well. The specific changes required depend upon how the plugin is written, but as Michael2014 mentioned, it's usually not too difficult with some basic PHP familiarity.
