Evaluating MyBB for possible use, and I have a question about permissions.

Where in the documentation are user permissions listed and described? When searching I get a gazillion hits, and none are answering this question!

Also, whatever the list of standard permissions turns out to be, is it possible to create what amount to forum-specific (i.e. created for use in my use of MBB) user permissions?

For various user permissions you may read at AdminCP via AdminCP > Users & Groups > Groups > (click any user group) > and for each user group the configuration consists of different categories of permissions:

It's possible to set forum-specific permissions for each user group and the settings are under Forum management.
