I'm asking about if there's any plugin that allows the user to roll the dice, like a game of luck. in the DVZ Shoutbox?

I haven't see such a plugin specifically for the any shoutbox plugin.

So that's mean it could be a custom plugin and can be done only as a private request?

I won't be so sure how and if it works, but if it does then it might be of use to create something for any shoutbox.
