Is there any setting or plugins for example i want to select a specifc member to allow only view and post and reply on private forum.
i mean only select manualy 3 to 4 member to allow.
not a group of member only select a specific members.
You would add them to a separate (secondary) group, and use permissions.

bro i mean to allow a specific member to a content for example i have a post purchasing content so who paid only those member can see

Yep, so set a group promotion. Once someone has paid, they're put into a secondary group, and can see the content.
