my forum, "HTML Comment tags" cannot be seen. whereas, many "HTML Comment tags" are installed in various templates.

I have done like the way here, but still not visible. But, I don't know, maybe there's a tutorial that was missed 

Please help. because I want to advertise BidVertiser to verify my website.

^ so you are sure that the setting is enabled ? is settings.php file writable ?
are you using any 3rd party cache system for your forum (eg. cloudflare) ?

if cloudflare cache is used then purge the cache , turn on development mode & then check
