You don't need: you won't have DDoS attack with a simple link or tag... Learn what is a DDoS, knowing the IP address of your server is the only requirement.
And keep quite, 127.0.0.1 or 192.168.0.0/16 are not exposed IP.

fail2ban has server actions, so the user IP is banned from the server. The user will have a "server unreachable" response.
The only ways for a banned user to access your server (and your site) are to change his IP or to wait the end of bantime.

I think your bigger mistake is to attempt to learn by reading, getting information, or simply asking.
