So what I am trying to do is move the newpoints part (with donate) up into the table just below 'warning level'. I have looked through postbit and postbit author user and still unsure what to do?

This looks like a custom postbit.
You can do this by editing the postbit template. You will find the newpoints postbit variable in the template, move it to where you want

It should be either postbit or postbit_classic template. Please check you are editing correct template of the theme you are using.
