I install Download Section but

You do not have permission to access this part of the administration control panel.

Please navigate to the admin permissions section of the ACP and ensure that you have permission to manage the download section. Then click Update Permissions regardless of whether the permission was previously set to yes or no. This will cause the permissions to be rebuilt and you should then be able to access the download administration pages.
