i saw the the settings in forum section in admin cp it asks to use html in forums , yes or not ?

instead of this i want; can be this done that the admin can give permission to  particular usergroups to use html in their posts ?

may be by core edits or by using plugin...

but i don't know how to do this....

can anyone help me with this ?

You can't, because of a simple reason: what happen if an user from another usergroup quotes a message with html (from an authorized user) ?

then the text should appear in plain test in quote box.

or if it would be in a plugin features then the in the quote box the html texts automatically convert into a simple text " this post was written in html language , you don't have any right to mention it or edit it. " .

You just answered your question: ask for a plugin in the good section of the forum
