Can you post your .htaccess file here?

If you haven't changed anything, you may need to ask your host as it looks like something has been misconfigured and the PHP handler isn't working properly, so the server is serving the file as a download instead of running the code inside it.

I've also removed the URL from your post because currently your ./inc/config.php file can be downloaded, so I've removed the URLs for your security. Please change your database password when you can and update it in ./inc/config.php as it may have been compromised.
