Like the one avaliable in Vbulletin where you put what payments you want in the admin panel and then people go to a page "payments.php" and select which they want to buy. Is there a way to create this?

Yes there is. There the fun way and the easy way.

Fun Way) Create a mod that had paypal options and stuff. Then will put users who pay into a certain group.
Easy way) Just put people into groups who pay money to you.
