Ok I run a tech help forum which I am currently moving to mybb from phpbb.
What I would like is in the header or a seperate box on the front portal that users can instantly type their question in to, which then would perform a quick search on the whole forum displaying the " 5 closest results ". If none of the results match the users serach then there should be a button that says "Ask the question" which will then take them to the normal forum section they selected in the drop down box allowing them to post their question.
Now I know how little sense that makes so I provided a very rough diagram:
