After you said it, I think the problem might be related to the 403 Forbidden Error. I was encountering the 403 Forbidden Error when I changed several templates before. Of course I can't see the big text "403 Forbidden Error" but what you said is correct.
I will contact the company that provides host. To tell them in more detail I need the following information: How did you know that the error was 403?
The error is clear with developer tools using guest permissions. Even if the guest group has no (mybb) permission to download attachments - should still see a thumbnail I think. And 403 is a web server error - so something amiss there.
The source of your index page also reveals several plugins in use - mydropzone for one - which will impact the attachment system. You're also using a custom theme, provenance unknown to me (theme12).
If it was me, I'd test with all plugins disabled - and using the default theme. As well as following @Noyles advice of course.
Then start troubleshooting from there.

Where is http logs?
Was referring to the MyBB default theme, but no idea what themes you have installed. No guarantee that's the root problem anyway.
If you don't know where your web and web error logs are located, might ask your host. It will vary from one hosting solution to another.

@serhatakgl, would you like to test another image? The PNG file you've uploaded might have some glitches preventing it being displayed. Try a JPG image file.

By the way, I contacted the server company. They could not do this problem. I tried to run into the problem (I uploaded attachment and looked it). Of course I can't see the 403 Forbidden text directly, but I think it's a 403 error. They checked if the error code came to Mod_Security. If there was an error they would get it to Whitelist. But they said they didn't see an error.
