Hey! 

I did a search but could not find anything. Is there a plugin that requires a user to enter their birthday for COPPA compliance before being able to register?

There is a native setting in MyBB ( Home » Board Settings » Login and Registration Options) which is COPPA Compliance
Choose the option "Deny the users under the age of 13" and the bday will be asked when trying to register.
