When the user is posting a new thread, I need to display a list with the names of similar threads that already exist, to avoid threads with duplicate names.

GO to ACP » Board Settings » Show Thread Options 
Set "Show 'Similar Threads' Table" option To "Yes"

That's displayed at the bottom of threads that have already been created, not when creating one.

You'll need a plugin to check for duplicate thread titles when creating a thread.
