There is a plugin that allows to users to post they are "shops" when other users can pay and then download the file from their control panel after buy it. It is possible? If yes, how is called the plugin?

The only plugin with those sort of features that I know of is BankPipe by Shade, uploaded to the Extend site by Ben when Shade made his commercial plugins freely available:

Maybe there are others. But I don't personally know of them. I don't even know whether this one has all of the features you're looking for.
