When a user is banned he doesnt receive the mass mail does he ?

If you choose to mass email the "Banned" usergroup, then he and any other banned user in that usergroup will get it. If you select the "Registered" usergroup then they shouldn't get it and every other registered user will (aside from users in the Moderators/Supermoderators/Admins/any other usergroup you have) get emailed.
