why are there two topics of the same type I tried to reinstall again and it still appears?

Never had that happen, but I notice you have some plugins impacting the ACP.  First thing I'd do is disable all plugins in General Config and see what you got.

For example, that ProStats plugin is old as Methuselah - lol.
