I require new users to have their posts moderated, until they have demonstrated to me they are not spammers.

But I am not receiving any email notifications when there are new posts that need to be moderated. I would like to be.

Where is this setting in MyBB?

There isn't an email notification for everything requiring moderation I'm afraid, you'd need to rely on the red banner at the top of the forum for new pending moderation content.
