I got a question about the ordering about groups.

What group number should I give Admin if I want Admin to be the highest?

What do you mean by group number? You can't and shouldn't change the default group IDs as these are hardcoded throughout MyBB. When it comes to permissions, a "yes" overrides a "no", so the order of the groups makes no difference. If any group a user is in has a permission set to "yes", they'll have the permission.

What page/content do you want to order groups?

Groups are identified by a unique "gid" (Group Identifier) that is important to NOT be changed at all!
