Hi,

I’m trying to create a report section, where when a user creates a report thread - they fill out a format and tag another user to the thread. I only want the user creating the thread, and the user tagged to be able to respond in the thread. How can I achieve this? Are there any plugins I could use to achieve this or something similar?

Hello, I understand you want users to see only their own threads. You can also see it in admins.

Viewing: Can only view own threads? -> tik
Posting & Rating: Can only reply to own threads? -> tik

I don't recall a plugin exists to meet your specific requirement. However, it should be possible to update current plugins or code a plugin so your requirement is met.
