I believe this feature is disabled for regular users on THIS board.

If the administrator of your board has enabled username changing, you can find it in the user CP in the menu below the link "Change Password"
If you are the administrator, you can change your nickname (or anyone elses) through the Admin CP --> Search Users. Find the user, then change their username in the box, then submit.
If you want to change your username on THIS board, I guess you should send a private message to one of the Administrators or post on the Website/Forum board somewhere at the bottom of the forum list.
