... will activate the COPPA registration. You'll need to make sure the option for COPPA is turned on in the ACP, and you'll need to change the COPPA templates I guess to say something about the age restriction...

If you are looking for something like Jcink's age verification prefilter I just released this plugin:

^ This plugin stores as a cookie and does not allow users to enter the site until they confirm they are of age to view it. Similar to how alcohol or other sites set an age limit.
However, if you want extra security, I would suggest combining it with this plugin that will require date of birth on registration, can also be set to deny users under a certain age, and then your members are also verifying they are 18+:
