method 1 (free) :
1. Go to Phpmyadmin and export users table data.
2. Edit exported file , Renumber User IDs based last id on new table
3. import data in new database.
method 2 (none-free) :
1 . Order to me , I can create custom code to do this for you or if you want I can create custom plugin for backup/restore plugin with features you want.
