If you want to serve a public forum on the internet, then you need a webserver - so find a webhosting provider for some webspace either payed or free of charge. A domain registration is not mandatory, but sensible.
If you simply want to test and play around with MyBB with no public access, you can do that on your personal computer with a local webserver setup.
