Is there a way to mark/select a group of threads from a partocular forum, and combine them as one new thread with the selected threads converted to posts?

You don't need a plugin, you can do it with custom moderator tools.
ACP > Configuration > Moderator Tools > Add New Thread Tool > set a name and description and enable "Merge thread?", it will then show in the inline moderation tools on the thread list and will merge the selected threads.
