I installed the latest version of mybb and when I go to the forum the css is not displayed.
Assume you've read the FAQ?

Most likely incorrect Board URL, or http:// when it should be https:// - impossible to know without the URL and being able to see the site.
In the end I made a change of host and database, I did all the steps, I imported the old database in the new one, I put all the files from the root folder of my old host in the new one, I changed the config.php data for the database, as it is the same domain I did not change anything in the settings.php although I checked it, conclusion the forum works but it is by default, it does not have my theme or plugins and it does not let me enter the admin panel.

I have tried everything and I don't know how to solve it, I would appreciate your help.
It seems to work for me now.

When you say you moved hosts, are you saying there should be data on the forum? I thought it was a new install?

I tried to make a new installation to import my theme .xml and thus follow the development of the same, but I discovered that you could move all the files to a new host, I did it and everything is default, I can not enter the admin panel, nor the forums and subforums that I created, nor the plugins, absolutely nothing and I do not know what to do, if you want I could give you access to the host / ftp and database.
I'm not sure I follow what the problem with accessing the admin is, it doesn't 404 for me. What's the actual issue you are having?

If you're expecting to see old content, it looks like you haven't imported the database backup properly. What you have now is a fresh install from running the install script, so the admin login will be whatever you set during install, and there won't be any other forums yet.
regarding the admin panel, what happens is that you can enter your data to access but at the time of accessing it appears 404.

About the database, I could not extract a copy from the previous admin panel because I no longer have access, what I did was to enter phpmyadmin from my old database, export it and import it into a new one, then connect it in config.php.
I'm not seeing a 404 anywhere so not sure what you're doing. Is this before or after logging in?

Also if you've imported a database backup, it doesn't seem to have worked as none of the data is there.
The 404 appears after login.

I checked the database that I import, and it has old data... it just doesn't work and I don't know why.

The 404 only appears when entering the admin panel, however if you can enter the forum normally, it is only the admin panel that does not work.
