That plugin featured does not exist already, maybe the Invite Threads Only plugin works for you needs, but with some customization for your own purposes or some other new plugin that must be written due it does not exist yet.
If you will need a plugin contact some staff member or some of use to make it for you but as that is a new entire development it will not be for free for sure and you will see new replies for sure for some users who can make this for you but.
I was created some developments like a ticket system, and some other stuff for exclusive forums where i am not sure if already are working but maybe due it was good plugins devs.
