My website works well in all other browsers, even chrome-based browsers, but the in Chrome the CSS doesn't load at all. I'm sure my Chrome is updated to the latest version.

Check if there is no security alert in chrome.

It's more than likely that your Board URL uses http:// and you're accessing the site over http:// in those browsers but https:// in Chrome so it doesn't load the stylesheet. But as Crazycat said, impossible to help properly if we can't see the site.
