Your own statement confirms it's a theme issue. Vienna is a 3rd party theme, last updated 2022 according to the
info in Extend. But otherwise, rather old.
Found a
support thread, but doesn't seem active. Author has a
paid site, but don't see that theme listed. You might be better off trying to identify the problem templates using browser development tools, and fixing them - or reverting to default.
Couple of templates I suspect might need to be reverted are
forumdisplay_inlinemoderation and
showthread_inlinemoderation. Developer tools should help you confirm.
